SUBSTANTIAL INCREASE IN ACTIVITY
The start of 2011 has seen a substantial lift of activity in the PTE-Education sectors in sales, acquisitions and mergers. It has become increasingly apparent to our Specialist Education Team that current and potential owners have realised it is easier, quicker and often cheaper to buy an established college or training centre than to try to start a business. On top of this the restrictions placed on new funding and the current push to reduce funding and PTE numbers has meant that, in the main, the only way to expand your total funding level is to purchase or merge with an existing provider.
All of this has meant an increasing demand for suitable PTEs and a corresponding increase in the sale prices we are attaining.
PPP SCHOOLS

New Zealand's first public-private partnership (PPP) schools will open in the Auckland area for the 2013 academic year. Infrastructure Minister Bill English announced that two new PPP schools would be commissioned to be designed, financed and built in Hobsonville. Subject to satisfactory bids, the new schools would be the first built in New Zealand under a PPP.
''This Government has made it clear we are open to greater use of private sector expertise where it makes sense. Building and maintaining two new schools through a PPP is likely to result in a range of benefits,'' English said.
"While the financial savings in this case are expected to be relatively small, overseas experience shows appropriate use of PPPs introduces new design, financing and maintenance techniques, which flow through to the wider public sector - helping it to improve its procurement and management of infrastructure.''
The Hobsonville primary school is expected to open in 2013 and the secondary school in 2014.
Associate Education Minister Rodney Hide, who has responsibility for PPP schools, said the Hobsonville schools had been chosen because together they were large enough to be viable as a PPP.
EDUCATION REFORM BILL IN PARLIAMENT
Legislation which will improve the oversight of private tertiary education providers, tidy up New Zealand's raft of tertiary qualifications and improve administration of student loans and allowances had its first reading as Parliament sat under urgency.
The Education Amendment Bill (No 4) tightens up entry requirements and the ongoing performance of private training establishments to address concerns about the sale of qualifications and falsification of results in the sector.
The bill also contains measures intended to reduce the number of qualifications available for study while making the entire framework easier to understand for students, educational establishments and employers.
Finally, the bill will allow the Ministry of Social Development to obtain details from tertiary education providers it "reasonably" requires to administer student allowances. The amendment gives MSD the same ability to obtain information it needs to determine students' entitlement to the allowance as already exists with regard to student loans. It also establishes a new offence for tertiary education providers who "knowingly" provide false or misleading information relevant to the administration of student loans and allowances.
